The HOPE program makes funds available to improve transit service in areas of persistent poverty.

The City of Porterville in the Central San Joaquin Valley will receive funding to plan for mobility options to connect small urban, rural and impoverished communities to jobs and healthcare. The city is partnering with CALSTART, a nonprofit organization, to manage the planning study, including conducting community outreach and evaluating service options, including an analysis of electrical service and potential for a microgrid system to better power transit.
